About the Project
The goal is not eight solutions—it is a system transition
Elflexibel Industri aims to demonstrate that Swedish industry can achieve greater progress with the existing electricity grid—and to do so in a manner that benefits the entire energy system, not solely the participating companies. Existing capacity can be utilized more intelligently, thereby enabling increased electrification while the electricity grids are simultaneously expanded.
The enabler is advanced digitalisation: measurement, AI forecasting, and control that make electricity use visible and manageable. The project will ensure that the technology does not stop at development, but is applied in actual production.
This requires that technology, business models, and regulatory frameworks be developed in parallel, and that industry, grid operators, and energy companies do so together.
What Swedish industry should look like in 2035
“By 2035, Sweden will have electrified key industries through advanced digitalization and energy collaboration. With solutions that can be replicated and scaled, competitiveness is strengthened and new companies emerge—and industry becomes a driving force for a sustainable, resilient, and flexible energy system, enabled by more than 100 local and regional partnerships.”
The Approach
Three components that together take the solutions from concept to system transition
Eight demonstrations where the solutions are tested in live industrial operation.
A national resource for testing solutions for the electricity system—technically, commercially, and regulatorily.
Lessons from the demonstrations are collected and disseminated, so that others beyond the project participants can adopt them
What will be in place when phase 1 is complete
When the phase is complete, the solutions will be verified in live operation—not merely described in reports.
Capacity constraints in the demonstration areas will be significantly reduced and peak loads lower.
Forecasting and control solutions will be validated and implemented in actual production, not just tested.
Industry flexibility will be proven to meet grid owners’ needs, with contracts and decision-support tools in place.
Solutions for local resilience, including islanded operation, will be verified in real-world environments.
The national digital twin will be in operation, used by parties beyond the project participants, and have a plan for ownership and management after the phase.
Knowledge will have increased noticeably both among the participants and among external actors. This is the prerequisite for the solutions to be scaled.
More than half is paid by the participants themselves
Elflexibel Industri encompasses SEK 320 million in phase 1. Vinnova contributes SEK 150 million through the Advanced Digitalization program—the remainder is provided by the participating organizations.
Phase 1 — May 2026 to April 2029
Phase 1 runs from May 2026 to April 2029. Here is what will be in place and when. The work toward the system transition continues thereafter, with the vision for 2035.
Start May 2026
The project commences with nearly 50 stakeholders, eight industrial demonstrations, and a national Digital Twin to be constructed.
Autumn 2026
The planning phase is complete, all work packages detailed, and the solutions to be demonstrated specified.
Spring 2027
20 percent of the solutions are implemented in the demonstrations.
Autumn 2027
Initial results from testing and validation in the digital twin.
Spring 2028
80 percent of the solutions are implemented in the demonstrations.
Autumn 2028
Agreement on long-term ownership and management of the digital twin.
Spring 2029
The solutions are presented to the target audiences and ready for broad implementation.
April 2029
End of phase one. The results are compiled and phase one concludes. The work toward the vision for 2035 continues.
